License and Permit Specialists provide high-quality front-line customer service experience, education, and information to customers regarding the city, municipal, and state codes, regulations and licensing procedures. Issues meter hood, residential parking, and green emission permits. This position works under immediate/direct supervision.

Essential Functions
Performs routine or repetitive tasks with specific instructions and set procedures. Handles basic issues and problems and refers more complex issues to higher-level staff.
Provides front-line customer service, education, and information to the public regarding city, municipal, and state codes and regulations. Communicates licensing processes effectively and efficiently to the public. Accepts and processes applications for a variety of licenses and permits in-person, over the phone, and online. Issues approved meter hood, residential parking, green emission permits, and various licenses. Provides notary services.
Enters and maintains information in applicable databases. Performs fingerprinting for applications and renewal screenings. Submits and accepts appropriate confidential background checks and applications. Processes cash, credit, and check payments from customers for items. Maintains a cash drawer using a centralized cashiering program. Reconciles revenue collection from parking meter zones, parking services, and business licensing per cash handling policies.
Courteously and professionally answers and routes telephone calls. Coordinates, reviews, and directs all inquiries, permits, and licenses. Greets and receives visitors and responds to staff questions or requests for information. Photocopies, files, monitors, and purchases office supplies and sorts and distributes mail.
Verifies paperwork for accuracy. Receives and processes public records requests, claims for damage, and court documentation on behalf of the city clerks office. Schedules court appearances for individuals disputing parking tickets. Assists City of Boise enforcement personnel with investigations and reports. Provides backup assistance to other departmental positions.
Requirements
Required Knowledge, Experience, And Training
+ High school diploma or equivalent and
+ 2 years of experience in providing general administrative/clerical support, customer service, and
+ completing cash handling duties.
Knowledge of:
+ General business office and telephone etiquette, equipment and procedures;
+ city codes related to licenses;
+ record keeping and filing practices;
+ general customer service techniques; and
+ computer usage including related software.
Ability to:
+ multi-task and handle a wide variety of issues;
+ independently work in a high-stress environment;
+ read, understand, and follow complex laws, ordinances, regulations, rules, and established policies;
+ touch ten keys and type at 40 words per minute;
+ communicate effectively in the English language at a level necessary for efficient job performance; and
+ perform all essential functions as assigned by an authorized employee, supervisor, and/or manager with or without reasonable accommodation.
Preferred Knowledge, Experience, And Training
+ 3 years of experience providing general administrative, clerical support, and customer service duties with
+ significant cash handling responsibilities and
+ experience interpreting and applying governmental laws and regulations.
Special Requirements
Applicants must be able to pass:
+ City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation

Physical Efforts
While performing the duties of this job the employee is occasionally lifting/carrying up to 35 pounds. Also, the employee is occasionally pushing/pulling up to 10 pounds. The noise level is occasionally moderate. Work includes sensory ability to talk, hear, and touch. Work in this position also includes close vision. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach, and grasp. Position requires hand/finger dexterity.
