POSITION GENERAL SUMMARY: Probation Services Supervisors lead, mentor, and support a team of Juvenile Probation Officers who provide case management services for youth with court-ordered terms or in our diversion program. This position provides advice and direction with cases; implements and ensures compliance with department policies, laws, and best practices in juvenile justice; and works closely with the management team to provide leadership and accountability. The position is located in the Ada County Juvenile Services, Probation Division.
DISTINGUISHING FEATURES OF THE CLASS: Probation Services Supervisors perform moderately complex and varied work under general direction. The role requires creative problem-solving, strategic thinking, and the ability to anticipate needs and outcomes to foster the growth and success of individual staff members, youth and families, and the overall department.
Essential Functions- Supervises personnel, assigns work, reviews and evaluates performance, counsels employees regarding programs, policies, and procedures, resolves employee complaints, takes disciplinary action, interviews and hires employees, tracks time and coordinates schedules;
- Participates in the development of work plans and assignment of cases, provides caseload management support, and monitors progress toward achieving team goals and objectives with high standards of probation practice;
- Conducts, leads, and participates in regular meetings and trainings with individual probation officers, multi-disciplinary teams including youth, families and community partners, the department leadership team, etc;
- Provides direction to probation staff on difficult or complex cases, applying understanding of topics such as risk assessment, evidence-based practices, crisis intervention, behavior change, adolescent development, trauma-informed care, and juvenile justice laws and statutes such the Juvenile Corrections Act (JCA) and the Idaho Administrative Procedures Act (IDAPA);
- Evaluates work and conducts audits as required to ensure compliance and the highest standard of work;
- Oversees the administrative processing of case files, including the review of case closing summaries, social history reports, risk assessments, and related documentation to ensure accuracy, completeness, and compliance with standards;
- Develops and maintains effective working relationships with all Ada County Juvenile Services staff and other individuals working in the juvenile justice system;
- Participates in special projects, policy development, program planning, and quality improvement initiatives;
- Evaluates potential outcomes of decisions and proactively addresses unintended consequences;
- Maintains a limited caseload of active probationers and performs Probation Officer responsibilities on an as needed basis, including: Writes court reports, progress reports, field notes, etc.; Appears in court; counsels juveniles, develops individual programs, conducts group and family sessions;
- Ensures the Probation Procedure Manual is current and updated.
ADDITIONAL FUNCTIONS: - Helps develop preliminary budget and form annual goals and objectives for the Division;
- Maintains on-going awareness of research in the field of juvenile justice;
- Maintains a focus on safety and risk mitigation for staff, youth, families, and the public;
- Coordinates the transportation of juveniles as necessary;
- Coordinates detention plans with law enforcement agencies and other counties;
- Coordinates all Interstate Compact referrals; and
- Performs other duties, including special projects, as assigned.
Job Requirements- Bachelor's degree from an accredited university in Social Work, Criminal Justice, Psychology, or a related human service field, or an equivalent combination of education and experience, required;
- At least three (3) years of experience in the juvenile justice field required; Probation work experience with juveniles is highly preferred;
- Previous supervisory experience preferred;
- Must become certified by the Peace Officers Standards and Training (POST) as a Probation Officer within one year of hire and maintain certification;
- Knowledge of and experience with clinical programs/processes in a juvenile court setting;
- Knowledge of modern probation services, practices and philosophy, the Balanced Approach, accountability programs and other best practice skill building programs;
- Knowledge of individual and group behavior;
- Knowledge of the literature in the juvenile justice field;
- Knowledge of the laws pertaining to the Juvenile Court;
- Knowledge of community resources available to assist the juvenile, family and others;
- Knowledge of supervisory and management principles and practices;
- Skill with planning and organization, including the ability to manage multiple priorities, meet deadlines, and oversee case processing workflows efficiently;
- Skill in communication, including delivering/receiving constructive feedback to/from staff and leadership, and communicating clearly in stressful situations which require quick responses;
- Ability to adjust to changing priorities, caseload demands, and organizational needs while maintaining consistent service delivery;
- Ability to supervise and motivate staff through guidance, feedback, and modeling best practices in probation work;
- Ability to conduct a comprehensive investigation through the use of interviews and other techniques;
- Ability to analyze complex situations, identify underlying issues, and use sound professional judgment to formulate solutions, make sound and timely decisions, reach appropriate conclusions, and support organizational effectiveness;
- Ability to record data in a narrative fashion and document all conclusions and recommendations;
- Ability to maintain cooperative working relationships with staff, managers and clients, including the ability to address and resolve interpersonal conflicts constructively;
- Ability to maintain confidentiality;
OTHER REQUIREMENTS: - Adherence to the Code of Ethics for Probation Officers;
- Subject to a background check;
- Must possess and maintain a valid driver's license;
- This position has been designated safety sensitive and therefore the incumbent is subject to random drug testing.
POST CERTIFICATION REQUIREMENTS: The position requires that the incumbent meet POST Standards for Juvenile Probation Officers. Upon an offer of employment as a Probation Officer, a medical examination is required, as well as vision and hearing examinations. The applicant shall meet the POST physical standards to qualify for employment as a Probation Officer at Ada County Juvenile Services. All physical examinations shall be completed within two (2) weeks of an offer of employment.
Other POST certification requirements include:
- Must be a citizen of the United States;
- Must be at least 21 years of age;
- Must not have been made ineligible for certification based on past conduct as defined by IDAPA 11, Rules of the Idaho POST Council, which includes certain criminal, drug, or controlled-substance violations, other-than-honorable military discharge status, or past decertification or denial of certification.
Work Environment & Physical Demands- Work is performed both in an office and field environment;
- Requires sufficient personal mobility and physical reflexes to permit the employee to function in a general office environment and to physically respond to emergency situations in the field and office;
- Requires sitting at a desk for long periods of time;
- The incumbent will be required to work flexible schedules, which may include work on some weekends, evenings, nights, and/or holidays;
- Must be able to perform defensive maneuvers, maintain balance, and react quickly to unpredictable movements;
- Requires acute visual and auditory acuity for monitoring people, environments, and activities;
- Requires the ability to observe and handle materials safely and carefully, including physically manipulating and inspecting objects;
- Requires bending, reaching, and crouching to conduct searches in various environments;
- Requires strength and endurance to prevent physical confrontations, using verbal and non-verbal cues to de-escalate tensions;
- May be required to lift up to 20 lbs;
- This position involves exposure to potentially hazardous materials, airborne pathogens, blood, blood borne pathogens, bodily fluids, and goods or substances that may be deemed harmful;
- This position interacts with youth dealing with sensitive and often challenging situations; incumbent must demonstrate strong emotional resilience and composure to ensure the safety and well-being of self and others.
