POSITION SUMMARY:

This position leads and manages the administration of the Water, Water Renewal, and Irrigation Divisions of the Public Works Department of the City of Nampa and reports to the Senior Director of Public Works.

The principal function of an employee in this Class is to assist the Senior Director of Public Works in the direction, management, and control of the programs and activities of the Water, Water Renewal, and Irrigation Divisions of the City of Nampa Public Works Department. Represent the Public Works Department with environmental, regulatory, and other agencies, i.e., United States Environmental Protection Agency, Idaho Department of Environmental Quality, Idaho Department of Water Resources, irrigation districts, and canal companies. The work is performed under the supervision and direction of the Senior Director of Public Works, but considerable leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with other City divisions, environmental compliance agency representatives, landowners, contract engineers and designers, contractors, developers, neighborhood associations, and the general public.

ESSENTIAL FUNCTIONS:
•Leader in direction and supervision of all Water, Wastewater, and Irrigation Divisions operational activities.
•Assists the Senior Director of Public Works as required to accomplish the goals of the Public Works Department.
•Assists Senior Director of Public Works in the development, implementation, and administration of departmental performance objectives, policies, processes, asset management, capital projects, and priorities. Identifies resource needs and makes recommendations for improvement.
•Assists Senior Director of Public Works in identifying level of service goals and implementing opportunities for improving service delivery methods and procedures.
•Directs and oversees the operations and maintenance of the Water, Wastewater, and Irrigation Divisions, including development of annual operations and maintenance budgets.
•As directed, acts as Public Works Department representative in local, regional, and statewide water and environmental matters.
•Provides staff assistance; prepares and presents staff reports, presentations, and other correspondence; prepares periodic reports for functional areas of responsibility.
•Leads the development of recycled water program for industrial customers and irrigation, including assistance with developing a rate structure.
•Assists with technical information and studies for water grants.
•Leads City water rights program management.
•Develops and implements a program to holistically manage water quality issues as they relate to water renewal, stormwater, and irrigation water discharges.
•Leads development and cost analysis studies for resource recovery, including biosolids, methane gas, and innovation for water's fleet conversion to electric and gas-powered vehicles.
•Supervises and assigns work or areas of work to principal subordinates.
•Reviews the accomplishments of individuals and assigned divisions; identifies and makes recommendations for areas of improvement.
•Recommends hiring and termination of subordinate personnel.
•Assists Engineering Division with master planning sewer, water, and irrigation.
•Oversees all construction at the wastewater plant, including construction of the planned $200M upgrades from 2022 to 2027.
•Leads sanitary sewer, water, irrigation, treatment plant projects and assists with asset management programming activities throughout the City.
•Renders final decisions on matters of a highly technical nature.

ADDITIONAL FUNCTIONS:
•May act as the Senior Director of Public Works in the Director's absence.
•Provides extensive contact with the public, including attendance of evening meetings and the need to be available "on-call" for emergencies.
•Works closely with Engineering Division staff in the consultant selection for design and construction of water, wastewater, stormwater, and irrigation projects.
•Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
•Responds to citizens' questions and comments in a courteous and timely manner.
•Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.

REQUIRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS:
•Bachelor's Degree (four-year college or technical school) Required, Field of Study: Engineering, Environmental Science, Biology, Chemistry, Public or Business Administration
•Master's Degree Preferred, Field of Study: Engineering, Environmental Science, Biology, Chemistry, Public or Business Administration.
•Ten (10) years of professional experience in Water, Water Renewal, or related field with at least seven (7) years of experience as a Supervisor or Senior Manager Or Any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
•Valid State of Idaho Driver's License.
•Hold a Registered Professional Engineer (Civil) License in the State of Idaho or have the ability to be registered in the State of Idaho within six (6) months from the date of hire.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
•Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks and the ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology.
•Considerable knowledge of environmental water and water resource regulations.
•Considerable knowledge of construction principles, practices, and methods as applicable to a municipal setting.
•Considerable knowledge of applicable city policies, laws, and regulations affecting division activities.
•Considerable knowledge of the practices, methods, materials, and tools used in modern equipment.
•Considerable knowledge of finance, budgeting, and asset management.
•Considerable knowledge of asset management principles and practices. Public Finance, budgeting, technical writing, speaking, and presentation skills.

•Some knowledge of Transportation planning, funding, design, and construction is preferred.

•Ability to prepare presentations and present material with strong public speaking skills.
