We're looking for an experienced and detail-oriented Rental AssistanceCoordinator III. This position would be responsible for administering and supporting key functions of the Housing Choice Voucher (HCV) Program, including oversight of Project-Based Vouchers (PBV), fraud investigations, landlord outreach, and compliance auditing. This position ensures program integrity and regulatory adherence by conducting audits, supporting branch offices, and coordinating with external stakeholders. The coordinator serves as a primary point of contact for PBV initiatives, develops training and outreach efforts for landlords, and collaborates with internal teams to enhance program efficiency. Through proactive monitoring and stakeholder engagement, the Program Compliance Coordinator helps IHFA deliver consistent, fair, and high-quality housing assistance services.

In this role, you will be responsible for the following:

  • Lead all PBV activities, including regulatory research, project monitoring, and RFP coordination.
  • Serve as the main liaison to landlords, property owners, and other community resources.
  • Work with the marketing team and branch office supervisors to promote landlord participation in the Housing Choice Voucher Program through outreach and education, including e-newsletters, workshops, and ensuring the website is up to date.
  • Conduct audits and ensure compliance with HUD regulations and Davis-Bacon requirements, working with contractors and sub-contractors.
  • Coordinate with branch office staff to assist in fraud investigations, coordinate with local authorities, and support informal hearings.
  • Maintain and update Housing Choice Voucher and other-related content on the agency website to ensure clarity and accuracy.
  • Participate in ongoing compliance auditing of the Housing Choice Voucher program administration.
  • Provide guidance to branch personnel with regard to regulatory interpretation and application.
  • Other duties as assigned.
Requirements
  • Degree from an accredited university and/or at least three years' experience in a related field or equivalent combination of training and experience.
  • Considerable knowledge of the regulations, policies and procedures governing the various Housing Choice Voucher programs; knowledge of general administrative and business practices.
  • Understanding the purpose of the Association and commitment to helping it fulfill that purpose.
  • Ability to plan, organize, assign and review work activities; ability to comprehend and interpret complex regulations and policies and to formulate clear and practical procedures for their implementation.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to prepare, and to direct the preparation of, required reports, studies and correspondence.
  • Ability to establish and maintain effective working relationships with other Association employees, participants, landlords and the general public.
  • Ability to follow instructions, meet deadlines, and organize own work efficiently; personal qualities of maturity, stability and initiative.
