Job Overview

Xpect Solutions is seeking a highly experienced and detail-oriented Senior Contracts Manager to join our growing company, supporting our Federal Customers. This critical role will be responsible for managing the full lifecycle of government contracts, from proposal development and contract negotiation through award, execution, compliance, and closeout.

The ideal candidate will bring deep knowledge of Federal acquisition regulations (FAR/DFARS), strong analytical and communication skills, and a proactive approach to risk management and contract performance. This position offers an exciting opportunity to contribute to the strategic growth of the organization while ensuring contractual integrity and regulatory compliance across a diverse portfolio of Federal programs.

Core Responsibilities

  • The Sr. Contract Manager will provide full lifecycle contract administration support, including opportunity shaping, Request for Proposal (RFP) analysis, hands-on proposal development, coordination of appropriate internal reviews, contract negotiation, and contract/task order administration and execution.
  • Provide oversight of major contracts, recommending and implementing new solutions to achieve functional objectives, and being a critical asset in key negotiations.
  • Resolve multi-faceted and complex contractual/customer issues as they arise, address performance issues, identify risks, and propose mitigation strategies.
  • Ensure overall contract compliance of assigned tasks in accordance with contract requirements, company policies, procedures, and applicable laws.
  • Maintain a centralized contracts repository for documentation, including NDAs, TAs, contract awards, subcontract agreements, purchase orders, license agreements, and other contractual documents.
  • Serve as the primary point of contact for government customers and teaming partners (primes and subcontractors) for all contract actions and documentation, developing and maintaining excellent customer relationships. (Candidate must own those relationships and proactively reach out when necessary.)
  • Manage GSA and other contracting vehicles (IDIQs, GWACs), including mods, audits, labor category management, rate escalations, and quarterly reporting.
  • Work independently while collaborating with different functional areas including finance, growth, HR, and delivery.
  • Be a self-starter, continuously seeking ways to add value beyond the documented scope of the role and contracts function.
  • Lead the review and analysis of RFPs, review and negotiate TAs, NDAs, and licenses as required, prepare compliant Business/Contracts Volumes, and represent Xpect's interests during negotiations and contract administration.
  • Review, update, and standardize existing NDA, TA, and subcontract templates.
  • Partner with delivery to establish business rhythms ensuring cost, schedule, and performance excellence.
  • Know the terms and conditions of contracts and proactively identify risks and mitigation plans when applicable.

Requirements

  • Most Possess a Bachelor's degree and 10+ years of relevant experience -OR- a Master's degree with 8+ years of relevant experience.
  • Experience with Government (FAR / DFAR) contracting such as Fixed Price (FP), Time & Material (T&M), Level of Effort (LOE), Indefinite Delivery / Indefinite Quantity (IDIQ), and GSA contracts.
  • Ability to make sound business judgments, handle multiple contractual activities with short turnaround times.
  • Ability to work independently and as part of a team.
  • Proficient with Adobe and Microsoft Office Suite (Excel, Word, Outlook).
  • Excellent interpersonal, analytical, communication, and presentation skills.
  • Ability to identify and mitigate contract risks and coordinate reviews per company policies.

Preferred Additional Skills and Qualifications

  • Experience in Mergers & Acquisitions (M&A).
  • Completion of formal contracting coursework or certification.
  • Experience supporting large capture teams for complex multi-year programs.
  • Proven success in negotiating complex contractual issues on active contracts.
