The Division of Management Services (DMS) is recruiting for a Compliance Bureau Chief to join our leadership team at our downtown Boise location. This bureau chief will be responsible for managing the bureau of compliance, which includes the Office of Program Integrity (OPI), Contracts and Procurement Services (CAPS), and the Welfare Fraud Investigations Unit (WFIU). The ideal candidate will have a strong understanding of audit, state statutes and IDAPA rules, as well as investigatory, procurement, and regulatory requirements, risk management, and effective communication and collaboration skills with various teams and external stakeholders. The Bureau Chief should bring a blend of audit expertise, strategic vision, and collaborative leadership. The successful candidate will be capable of managing complex business operations, demonstrating creative problem-solving, understanding regulatory compliance, and being detail-oriented, analytical, and adaptable to changing environments. A strong desire to advocate for and belong to an organization committed to improving the lives of Idaho individuals and families is essential.

Key Responsibilities:

  • Establish goals, priorities, and procedures for bureau functions aligned with the DMS Strategic plan.
  • Serve as a key member of the DMS leadership team.
  • Advise the Division Administrator on program direction and organizational decisions based on performance and data analysis.
  • Coordinate with other department leaders to ensure program effectiveness and mitigate compliance risks.
  • Act as the department's primary liaison with the Legislative Services Office and oversee audit responses.
  • Develop internal and OPI audit plans, risk assessments, and attestation reports.
  • Manage procurement operations for a $5.5 billion budget.
  • Oversee Welfare Fraud Investigations and stakeholder coordination.
  • Handle administrative functions including staff hiring, training, evaluation, and budget management.
  • Represent the bureau to internal and external stakeholders to promote strategic goals, engagement, and integrity.

Minimum Qualifications:

  • Knowledge of management practices, typically gained through at least two college-level management courses and two years of supervisory/managerial experience, or three years managing a major program with leadership of professional staff.
  • Experience developing policies, procedures, and managing a program budget, including fiscal impact projection, contract negotiation, and personnel management, for at least two years.
  • Experience implementing organizational change within a service delivery program for at least two years.
  • Experience applying measurement methods to assess program outcomes for at least one year.
  • Experience preparing and delivering oral presentations to groups for at least one year.
  • Supervisory experience in internal audit, program evaluation, or investigations for at least four years.
  • Knowledge of state procurement requirements for at least two years.
  • Experience analyzing management and performance issues, identifying solutions, and implementing them for at least one year.
  • Experience planning and directing program evaluations and presenting data and recommendations for at least one year.
  • Experience facilitating activities across internal/external stakeholders for at least one year.
