This Opportunity
WSP is currently initiating a search for a Technical Director, Project Controls Manager for our Pacific Northwest Region. Be involved in projects with our Pacific Northwest Major Projects Team and be a part of a growing organization that meets our client's objectives and solves their challenges.
In this opportunity, the ideal candidate will be providing high level technical support for grant management, financial management, and multiple project controls functions including scheduling, estimating, cost control, document control and project and program management information systems.
Our Pacific Northwest Major Projects Team provides project and program management and engineering services for major transportation infrastructure projects and supports WSP's projects Pacific Northwest region. Our Pacific Northwest Major Projects Team works on multiple projects simultaneously, in close coordination with other technical departments. This position can be located in any of our Offices in the Pacif Northwest.
Your Impact
- Responsible for supporting major transportation programs and projects.
- Oversee and monitor cross-functional teams of technical professionals and subject matter experts to execute project work on mid-to-large and/or multiple concurrent projects, including budgets, tracking hours and expenses, task completion, cost, compliance documentation, and managing the contractual obligations to deliver the project(s) as defined in the contract.
- Support the development of project proposals, cost estimates, scope, schedules, and resource plans.
- Support Program and Project Managers with budget development, monitoring, Estimate to Completes (ETCs), and recovery plans, and invoices
- Assist program and project managers with change management, such as documenting scope changes or scope additions.
- Assist program and project managers with quality management, such as defining quality metrics and planning quality assurance and control activities.
- Assist program and project manager in developing contract change orders.
- Support subcontract development and amendments.
- Partner with management staff to maintain regular communications with the client including reporting on monthly status, safety incidents, and major issues together with scope and budget impacts.
- Manage the administration, contract compliance and key financial elements associated with multiple portfolio contracts and large scale multi-disciplinary projects
- Assist in the development of Project Controls reporting needs and tools.
- Provide continuous project management and quality program support.
- Assist in monitoring projects progress, claims, and invoicing/payments.
- Manage federal grant application efforts and compliance reporting for the program.
- Support the development and updates to the Project Initiation/Setup Documentation including: Risk (REF/RMP), Project Management Plan (PMP), Project Quality Plan (QP), Project Safety (PSP), and Communications Plan as necessary.
- Provide regular project reporting and updates to clients, technical area, and business unit managers, identifying any emergent issues with scope, risk, and/or budget
- Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP's Code of Conduct and related policies and procedures.
- Manage, and develop competitive grants for transportation projects
- Supports the development of local growth, forecast and business development strategy in collaboration with District, Region, and National Business Line Leaders.
- Perform additional responsibilities as required by business needs.
Who You Are
Required Qualifications
- Bachelor's Degree in Engineering, Construction Management, Planning or a related discipline.
- 12+ years of relevant post education experience with 5+ years of experience in transit and transportation projects
- Proficient understanding of project delivery process within the A/E/C industry and strong background and experience in project management.
- Experience in establishing project control systems and quality assurance procedures and developing project reports and documentation.
- Experience in transportation financial management
- Demonstrated experience in transportation grant management or grant application development.
- Highly proficient analytical and organizational skills, with business acumen to bridge the business and project management.
- Highly proficient with critical thinking and problem-solving skills to make assessments and calculations involving the application of project management principles, with a sound understanding of intent, impact, and optimal outcomes.
- Highly proficient interpersonal and communication skills to interact effectively, persuasively, and tactfully with leadership, subcontractors, and employees at all levels of the organization.
- Strong self-leadership with attention to detail, multi-tasking, and adjusting readily to the changing prioritization of responsibilities in a dynamic work environment.
- Works independently to provide guidance and leadership to mid-level to senior-level team or project members, with strict adherence to QA/QC.
- Proficiency with technical writing, office automation, relevant software, MS Office suite products (e.g., Word, Excel, Visio, Project, SharePoint, Power Bi), technology, spreadsheets, and PM tools.
- Demonstrated effectiveness at coordinating resources and assertively directing consultants, suppliers, subcontractors, and others to consistently complete tasks competently and efficiently.
- Proven track record of upholding workplace safety and ability to abide by WSP's health, safety and drug/alcohol and harassment policies.
- Ability to work schedules conducive to project-specific requirements that may extend beyond the typical workweek.
- Perform additional responsibilities as required by project needs.
Preferred Qualifications
- Background knowledge of transportation planning, design or construction industry.
- Experience with Microsoft Project, Primavera P6, or other project scheduling software.
- Designing and developing Power BI reports and dashboards to meet project needs.
- Preparation of written correspondence and presentations, as directed by the Project Manager.
- Ability to learn how to navigate, use, and train others on enterprise systems.

Compensation
Expected Salary (all locations): $140,000 - $240,000
WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant's education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant's sex or other status protected by local, state, and/or federal law.
