POSITION SUMMARY:
The principal function of an employee in this class is to support and maintain the City of Nampa's enterprise services networks and equipment, including responding to emergency callouts and contractor oversight. The work is performed under the supervision and direction of an assigned supervisor. An employee in this class will establish and maintain effective working relationships with the assigned Water Assistant Superintendent and Wastewater Assistant Superintendent and will work with Department Heads, City employees, vendors, Enterprise fund agencies, and the general public.
ESSENTIAL FUNCTIONS:
• Configures, installs, and maintains computer hardware for specific users and departmental use. These include, but are not limited to, mobile and field-mounted telemetry devices used in vehicles and at dedicated field sites, automated water meter communications, servers, and workstations, networking hardware, and oversees installation and maintenance of workstation and server-based department systems.
• Configures, installs, and maintains server and workstation-based software operating systems and applications, in support of automated water meter reading and telemetry services. These include network monitoring software and historical databases.
• Oversees the development and troubleshooting of control system operator interface graphics, control logic, and application programs.
• Assists operations and maintenance staff with troubleshooting, repairs, and installations.
• Maintains SQL databases and queries for DEQ permit compliance.
• Plans and supports database upgrades and integration by monitoring database performance; evaluates and resolves processing and programming issues; oversight of the integration of data sources from multiple database types, including computerized maintenance management systems (CMMS), control system historical data, and utility billing systems.
• Supports data backup schedules, as assigned by the System Administrator, as factored into contingency planning and disaster recovery procedures.
• Manages and/or directly performs or supports the maintenance of enterprise services specific software solutions, including, but not limited to, CMMS, supervisory control and data acquisition (SCADA) systems, Asset Management systems, and automated and manual meter reading systems.
• Manages the maintenance and troubleshooting of data telemetry, including radio frequency (RF) type wireless data communications and fiber-optic-based telecommunications systems.
• Provides on-call backup support for technical emergencies and enterprise system support.
• Acts as project manager/leader, coordinating, performing, and overseeing the implementation of new technology systems in the enterprise services divisions.
ADDITIONAL FUNCTIONS:
• Assumes responsibility for other duties as required or assigned, including attending meetings, conferences, workshops, and training sessions, and reviewing publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.
REQUIRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS:
• High School Graduate or General Education Degree (GED) required.
• Bachelor's Degree (four-year college or technical school) in Computer Science, Computer Information Systems, or related field strongly preferred. This can be substituted with 5 or more years of related work experience.
• Experience with database development and maintenance, including ODBC to access databases.
• Prior experience and expertise in SCADA systems design, integration, communications systems, network administration, security, and computer operating systems (including Windows and Linux administration skills) is preferred.
• Experience supporting network operating system platforms; Unix, Linux, and Microsoft systems.
• Minimum 5 years of electric utility operations experience preferred.
• Valid State of Idaho Class D Driver's License.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
• Fluent in English.
• Fluent in all aspects of SCADA System Operation, including:
o Gas Measurement Metering
o Historical Database data interfaces and reporting
o HMI display development
o In-depth Knowledge of RTU/PLC protocol (Modbus, DNP3, BSAP)
o Realtime Database implementation
o Troubleshoot SCADA software and server issues
• Substantial knowledge of workstation and server hardware, networking, and peripheral equipment.
• Substantial knowledge of workstation and server operating systems, Microsoft products, database management systems, software installation packages, Internet-based applications, and automation services, including report management/documentation management, and various other automated services and tools.
• Working knowledge of enterprise service-specific software applications, such as, but not limited to, SCADA systems, Asset Management systems, CMMS, and automated and manual meter reading systems.
• Working knowledge of information security, including software/hardware devices such as firewalls, VPN clients, encryption, and general application and network security.
• Working knowledge of theories, principles, practices, methods, techniques, tools, and equipment used in the design, development, installation, testing, calibration, maintenance, and repair of workstation and server-based process control systems, and LAN and WAN wired and wireless communication systems.
• Working knowledge of work methods and safety regulations about work within a public utility.
• Ability to use spreadsheets and database management systems for field RTU configuration and report generation.
• Ability to identify and implement effective courses of action to complete assigned work.
• Ability to read and interpret plan specifications and manuals.
• Ability to meet the physical demands of mechanical and labor-intensive duties.
• Ability to read and fully comprehend maps, site plans, blueprints, and installation directives.
• Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
• Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language.

WORK ENVIRONMENT:
• The principal duties of this class are performed in an office environment at an industrial wastewater treatment plant and at the domestic water/irrigation division; in this environment, there could be exposure to raw sewage, industrial waste, and other hazardous substances and chemicals.
